I had seen that post before, but since it seemed to have no resolution I didn't think much of it. This time however, I downloaded the Windows Firewall Control they linked in that thread, with interesting results.
When I put "no filtering" from that program, my Spine worked. With "low filtering" Spine did not work, but esoteric software website and forum were accessible. With "medium filtering" neither of them worked.
It's interesting that on my other workstations I don't have this problem at all. Thank you
