Based on my knowledge, the fix for recomputing triangulation from the CLI was introduced in version 4.3.38-beta. In version 4.2, if you encountered triangulation issues when exporting from the command line, the workaround was to open the project in the Spine editor and save it (without needing to modify any mesh vertices). This would fix the triangulation, and then you could proceed with your CLI export.
Unfortunately, I don't have information about whether this specific fix will be backported to version 4.2. If you need this functionality in 4.2 and the manual workaround isn't feasible for your workflow, you might want to consider upgrading to version 4.3.38-beta or later, where the fix is already available.
